Cleaners!
This might be long, hang in there.
Cleaners should do the following in the such order:
0. SET THE PICTURE TO GRAYSCALE. Its under image > mode. If its already in grayscale you can skip this ;D (but *cough cough, breaking my own rules* it might help if there's alot of noise if you greyscale after you level.)
(EDIT: Also, any kind of TOPAZ LABS do not work when in grayscale. So if you're going to topaz denoise, skip this and grayscale LATER right before you begin cleaning out text and redrawing. Also, if you use topaz, please put the denoising on another layer after background and its copy called "denoise", leaving you with four in the end >w<;) SPEAKING OF TOPAZ!! I found a *cough pirated cough* download location XD Topaz is super helpful, so I would recommend all cleaners get it now that its free!

1. Straighten with the ruler tool
- Spoiler:
Zoom into a line that's supposed to be straight, then select the ruler tool (it'll be under the eyedropper tool). Draw a line with the ruler along the straight line, then press straighten layer :)
2. Crop off any exccess scanner gray or fuzz or anything that's not supposed to be there on the edge.
3. Resize to 1200px height.
4. Make a leveling layer attachment.

5. Duplicate layer 0 or background layer.
6. Get rid of/redraw over all japanese text. (Leave big sfx, redraw little ones)
7. LEAVE LAYERS AS THE THREE THEY ARE.
8. Save as psd according to naming rules XD
9. Put in a folder according to naming rules
10. Upload to forum in proper spot ;D (This'll be in a topic under the respective project)
